Rau’s IAS Study Circle, Rajendra Nagar , Delhi is involved in fire Tragedy where three Aspirants have lost their lives. Due to heavy rain in Delhi in recent days many places were seen with waterlogged at basements where people suffered a lot.
On July 09th , Rau’s IAS Study Circle was given a Fire Safety Certificate by the Fire Safety Department after properly investigating its infrastructure . After 2 days of providing such Certificate comes the devastation where waterlogged at the basement of that Study Circle due to massive rain which led to the death of three young aspirants Tania Soni , Shreya Yadav both aged 25 and Navin Delvin, 28 .
After the destructive incident, the Fire Safety Department reported that during the visit to the Institution , the building was covered with all fire safety requirements and the basement was used as storage room where tables and books kept .Hence the Department reported MCD (Municipal Corporation of Delhi) to provide No Objection Certificate( (NOC) to the institution after instructing them to abide with the Building bye-Laws .The bye-Laws included that adequate arrangements has to be made to stop surface drainage enter the Basement and If the Basement is used for Business/Commercial Purposes , there should be efficient number of Exit / Access ways .
But later to the Incident, the truth came to Light that they provided False information where they used the basement for conducting Classes with only one Exit way , hence they reported MCD immediately.
Hearing At Court
Justice Ujjal Bhuyan and Surya Kant says , “These places have become death chambers” and also condemned those Institutions working in less Compliance with the basic Safety and Civic rules which includes Proper ventilation and Exit ways
The Judgment
The Supreme Court imposed 1 lakh rupees as fine and also ordered to close those businesses violating the norms , so far 36 such institutions have been Closed.
