PM Modi addresses the Indian Community in Poland, release joint statement for establishment of “Strategic Partnership”

The Prime Minister of India Shri Narendra Modi paid an official visit to Poland from August 21-22, 2024. On the occasion of the 70th anniversary of establishing diplomatic relations between India and Poland, both PM Narendra Modi and Polish PM Donald Tusk decided to upgrade bilateral cooperation to the level of Strategic Partnership. They also agreed to aspire to a higher level of cooperation in defence, trade and artificial intelligence.

Indian Prime Minister Shri Narendra Modi spoke at a gathering of fellow Indians that was staged in Warsaw to host him as their guest of honor. The two leaders appreciated their historical relations, expressed firm determination to strengthen the existing friendly relations between their countries and their peoples, as well as the desire to enhance the potential of the India-Poland relations.

Prime Minister was accorded with special reception with cheers and enthusiasm from the side of the community. He pointed out that an Indian Prime Minister was visiting Poland after a 45-year time gap and he was very much looking forward to have an opportunity to meet with President Andrzej Duda and Prime Minister Donald Tusk and cultivate Indo-Polish relations.
Prime Minister also gave his views on the part played by the Indian Diaspora in enhancing the relations between the two nations.

He also appreciated their contribution toward the accomplishment of Operation Ganga. He encouraged the community to promote India as a tourist destination and asked everyone to be an integral part of the subsequent growth of this particular industry.

With a view to further enhancing this special relationship, the Prime Minister had announced the commencement of a program called Jamsaheb Memorial Youth Exchange where by 20 youth from Poland would be invited to India each year.

Meeting with the PM and President of Poland

On the occasion of his visit to Warsaw, Poland, Prime Minister Shri Narendra Modi had a bilateral meeting with H. E. Mr. Andrzej Sebastian Duda, the President of the Republic of Poland.
Both politicians discussed concerns relating to different sphere of the countries’ cooperation. They overwhelmingly endorsed the upgrade of Indo-Polish relations to a Strategic Partnership. They also spoke about topics of concern in the region such as the unrest in Ukraine as well as conflicts within the West Asian region.

Prime Minister extended his heartfelt thanks to Poland for their indispensable and timely help in the ‘Operation Ganga’, which helped in evacuating Indians from Ukraine.

PM Modi also had a bilateral meeting with H. E. Mr. Donald Tusk, the Prime Minister of the Republic of Poland at Warsaw. As the two countries recognized the importance of the bilateral relations, the leaders agreed to elevate the relationship to a ‘Strategic Partnership’. They exchanged views on almost every sphere of the bilateral relations and cooperation between the two countries in trade, investment, science and technology, defence and security, culture and people to people contact.

The two leaders concluded that the two countries possess vast potential available for trade and investment across economic and business cooperation which includes food processing, urban infrastructure, water, SWM, EVs, green hydrogen, and clean technologies.

Speaking about prospects for development of bilateral cooperation, the leaders focused on the need to promote people-to-people ties and exchange in the field of culture. The leaders also deliberated on other more crucial regional and international concerns of interest which include the crises in Ukraine and West Asia. They discussed the reform of the United Nations and other global organizations, the fight against climate change, and the dangers of terrorism.

After the meeting the parties released the Joint Statement and the Action Plan [2024-2028] for the Implementation of the India-Poland Strategic Partnership.

Highlights of the Joint Statement for “Establishment of Strategic Partnership”

The Prime Ministers highlighted the concept of linkages between two countries and two regions in particular. They expressed satisfaction with the beginning of regular direct flight between the two countries and emphasized the necessity of the further development of more direct flight connection to other cities of the both countries. Both sides stressed the need to develop cooperation in the marine sphere, and the openness of infrastructure corridors.

The two Prime Ministers reaffirmed their dedication to the maintenance of peace and rules-based international system with the UN Charter at its nucleus and stated that collaboration on security in its multifaceted sense is crucial in the course of critical conflicts and tension in various areas of the world. They also agreed to increase cooperation within the frameworks of the multilateral processes to preserve the recognition of the principles of the rules-based order, as well as peace, stability and security on the international level.

Both parties acknowledged the necessity for the enhancement of the intensity and the scope of cooperation with regards to the defence area. And to this end, they committed themselves fully to utilizing all the bilateral avenues available, for example, the Joint Working Group for Defence Cooperation.

Both sides reaffirmed their unambiguous condemnation of terrorism in any form and described terrorism as a common threat and a menace to the international community and underlined the principle that no country should allow its territory to be utilised by persons involved in the financing, planning, support or perpetration of terrorism. The sides emphasized especially the importance of strict compliance with the decisions of the UN Security Council and the UN General Assembly, as well as the fulfillment of the UN Global Counter-Terrorism Strategy. They also reaffirmed on the earlier commitment on ratification of the Comprehensive Convention on International Terrorism (CCIT).

Realizing the importance of contacts through the parliaments, the leaders noted that developing interparliamentary relations and cooperation at the legislative level would help to considerably enhance and diversify bilateral relations and mutual perceptions.

To implement the Strategic Partnership, both sides agreed to a five-year Joint Action Plan from 2024 to 2028.
