PM Modi attended the QUAD leaders’ summit and met Joe Biden in his three-day visit to the US

Prime Minister Narendra Modi met the Indian diaspora today in Nassau Coliseum in New York after attending the quad summit.

At the quad leadership summit, PM Modi highlighted India’s intention of cooperating with everyone, having contacts, and growing with partners in the Indo-Pacific, foreign secretary Vikram Misri told New York reporters.

Highlights of the QUAD summit from day 1: 

  1. While addressing the quad summit leaders, PM Modi said “We are meeting at a time when the world is surrounded by conflicts and tension. At such a time, it is important for all of humanity that the members of Quad move forward based on democratic values. We are not against anybody. All of us support rules-based international order, respect for sovereignty and territorial integrity, and peaceful resolution of all disputes.”
  • “Our message is clear: Quad is here to stay, to assist, to partner, and to complement,” pm Modi said.
  1. While addressing the concerns about China, the joint statement said “We emphasize the importance of adherence to international law, particularly as reflected in the United Nations Convention on the Law of the Sea (UNCLOS), to address challenges to the global maritime rules-based order, including with respect to maritime claims. We are seriously concerned about the situation in the East and South China Seas.”
  • We continue to express our serious concern about the militarization of disputed features, and coercive and intimidating manicures in the south China. We condemn the dangerous use of coast guard and maritime militia vessels, including increasing use of dangerous maneuvers. We also oppose efforts to disrupt other countries’ offshore resource exploitation activities. We reaffirm that maritime disputes must be resolved peacefully and in accordance with international law, as reflected in UNCLOS… We underscore that the 2016 Arbitral Award on the South China Sea is a significant milestone and the basis for peacefully resolving disputes between the parties.”
  1. Biden said about China “We believe Xi Jinping is looking to focus on domestic economic challenges and minimize the turbulence in China,”
  • “At the same time, we believe intense competition requires intense diplomacy,” he added.
  1. Cooperation in health infrastructure was also announced.

It includes:

  • The “Quad Cancer Moonshot” is a new partnership aimed at saving lives in the Indo-Pacific region. India will provide $7.5 million in HPV testing kits, detection kits, and cervical cancer vaccines to these countries.
  • The Serum Institute of India, working with Gavi and the Quad, has committed to supplying up to 40 million doses of the HPV vaccine for the Indo-Pacific region.
  • In 2025, the first “Quad-at-Sea Ship Observer Mission” will take place to help Coast Guards in the Indo-Pacific work together better and improve maritime safety.
  • The Quad Indo-Pacific Logistics Network project will focus on shared air transport among the nations to help respond faster and more effectively to natural disasters in the region.
  • The “Quad Ports of the Future Partnership” will use the collective knowledge of the Quad to support strong and sustainable port development across the Indo-Pacific. This partnership will help ports maintain services and infrastructure during disruptions like pandemics or natural disasters.
  • The partners agreed to create a “Semiconductor Supply Chains Contingency Network” to enhance the semiconductor market and strengthen their supply chains.
  • The leaders agreed that the UN Security Council needs reform to become more representative and effective, including expanding its membership.
  • The leaders welcomed the “Quad Principles for Development and Deployment of Digital Public Infrastructure” to ensure fair access to services and support development and competition in the region.
  • The Quad partners plan to launch a “Maritime Initiative for Training in the Indo-Pacific” (MAITRI) to help regional partners monitor and protect their waters. India will host the first MAITRI workshop in 2025 during its Quad presidency.

Biden – Modi meet highlights:

  1. While PM Modi met President Biden in Biden’s hometown Delaware, The MEA statement said that the two leaders discussed ways to enhance bilateral cooperation in mutual interest and exchanged views on global and regional issue
