The remarks were made mentioning educated women, he could be seen using exaggerated hand gestures and graphic language.
He made the remarks while explaining why Bihar’s fertility rates have decreased from 4.2 to 2.9 percent. While the other house members could be seen laughing, the women members felt fairly uncomfortable with the statements.

The Opposition’s Stance
The Opposition has bombarded the CM with criticism targeting the JD(U) leader, saying that his comments were the most misogynistic, vulgar and patriarchal, and the BJP demanded CM’s resignation.
BJP MLA’s Gayatri Devi and Sweety Hembram told the news that “age has caught up with the Chief Minister who seems to have loosen all sense of appropriateness”. Sweety Hembram said “whatever he was mentioning could have been said with regality. He is unfeeling and does not respect women”.
The National Commission for Women has demanded that the Chief Minister should apologise for his comments, condemning him for his remarks and saying that the comments are not only regressive but also terribly insensitive to women’s rights and choices.
