Delhi LG directs nodal officers to implement tobacco-free rules in schools and colleges

Nodal officers for Tobacco-Free zones: This initiative is intended to develop a tobacco-free, healthier, and safer environment of learning for students and youth of Delhi.

Lieutenant Governor of Delhi, V K Saxena, has asked schools and colleges to ensure strict compliance with tobacco-free campus guidelines. In this regard, the LG has directed the appointment of nodal officers in educational institutions across Delhi.

The LG’s office also issued a statement underlining the need for constant vigilance to prevent the use of tobacco products on educational premises. Nodal officers will oversee the guidelines under the Cigarettes and Other Tobacco Products Act, 2003, wherein the sale and use of tobacco near educational institutions are prohibited.

Nodal officers who would be appointed would create an awareness among the students and staff about the ill-effects of tobacco. They also regularly inspect and ensure that all the vendors near schools and colleges are in compliance with the law. Institutions have to erect “Tobacco-Free Zone” signage as per COTPA guidelines.

To take urgent actions:

 The LG has insisted on tougher mechanisms to be adopted like-

1. Regular inspections of establishments by nodal officials.

2. Immediate action against violators of the guidelines.

3. Awareness drives on the hazards of tobacco use.

The order also seeks to consolidate collaboration with local authorities to monitor and prevent the illegal sale of tobacco products close to schools and colleges.

As part of efforts to tackle tobacco use among the youth, concerns regarding retail proximity to educational institutions were the impetus behind the initiation of proactive measures by the LG’s office.

This development will also include the concerns that the Special Commissioner of Police (ANTF) has raised on drug abuse in schools and colleges, with a lack of adequate support for affected students and parents.

While doing this, LG Saxena’s intent is one of a safe space where students feel supported, where dangerous habits amongst the students curtail, and wellbeing gets maximum attention.

In moving forward, the education department has been directed to submit periodic reports regarding the implementations of these guidelines for accountability purposes. Further information on this matter may be referred to in the official communication issued by the LG’s office.
