What does Congress Manifesto for Jharkhand assembly Elections Promise for?

The major promises part of Congress Manifesto for Jharkhand assembly elections are as follows:

The Manifesto

  • caste-based census
  • 250 units of free electricity
  • filling up of all vacant government posts within a year
  • 1932 Khatiyan-based domicile policy
  • Sarna religious code of the tribals

The party’s manifesto committee chairman Bandhu Tirkey released the manifesto. It was released right before the first phase of polls for 43 seat out of 81 seats up for elections. 

As mentioned by Tirkey, a chaupal was conducted in every state district to identify the tribal and public needs. Chaupal is a gathering meeting under a tree or a place in the village to discuss various matters of concern. Therefore their manifesto is centered on addressing their issues at the local level. 

Currently the free electricity units is at 200 units, the congress manifests to increase it upto 250 units for the poor. This promise if kept will support the poor and needy the most, as the electricity has become a basic necessity for all. It also promises to fill the vacant government jobs providing opportunities for jobless youth.

It promises a caste based survey for the state, as the demand for such a survey has surfaced in recent debates, it is for a better understanding of the density of population of each caste and such a data provides a great source of base for policy formulation and implementation at bottum level of the state. 

It further manifests to implement, the 1932 Khatiyan Domicile Policy and Sarna Code for tribals. The Khatiyan Domicile Policy is a land based domicile recognition of the state’s population. It is in the interest of indigenous people, tribals and marginalised of the state to protect their integrity.
